In this paper, we identify the most important factors that need to be included in the e-Learning engineering process with emphasis on the human, social and cultural factors and how these affect the successful development of e-Learning systems. The critical factors are divided in three axons Human, Social and Cultural Factors, Quality Components and Pedagogy Requirements. Finally, we propose an e-Learning engineering process incorporating these axons. The process is demonstrated through a case study showing the efficacy of our process.
