Abstract
The current study aims to check and present the reliability of new General Valuation who were conducted by the DLS in 2003.It presented which of the three values, the value of selling, the acceptance of the DLS or the estimated values at 1.1.2003 rates is the most reliable. Quality check was done for the new General Valuation after calculating the COD and CV. Also it was assumed that the values calculated by the new General Valuation were high and with statistics it was proved if applicable. The data used, to calculate statistics and check the above, are the comparative sales of Paphos district. Firstly there are references made for the terms used for the overall understanding of the study. The most important are the mass appraisal, the new General Valuation and the IPT (Immovable Property Tax), as they are directly linked to the topic of the study. Afterwards there is a description of the study area showing geographic, demographic and urban elements. Thereafter there is critical analysis, comparative sales data processing, and analysis for the new General Valuation. Here are presented the data and the manner of their collection, the methodology used and the formulas used to calculate the results using statistical methods. Demonstrated with tables and statistics the reliability of the new General Valuation and if it’s indeed high as assumed. Then a justification is made of the results presented by tables and there are reports for the possible causes. Furthermore there are presents as if the sales values, the acceptance of the cadastre and the estimated value at 1.1.2013 rates are homogeneous with each other, also, and the possible causes are explained. Finally the results of the reliability for the new General Valuation, the whether or not the assumption made for the high values for the new General Valuation is true, and which of the three values are the most reliable based on statistics calculated is shown.
