Αρχικά, γίνεται αναφορά στους κινδύνους και στους παράγοντες που οδηγούν στα εργατικά ατυχήματα. Παρουσιάζεται το Στρατηγικό Σχέδιο «Vision Zero» 2021 – 2027 για την εξάλειψη όσο γίνεται των θανατηφόρων ατυχημάτων και ο ρόλος των ρυθμιστικών φορέων στις ασφαλείς συνθήκες εργασίας. Επιπλέον, αναλύονται στατιστικά στοιχεία των εργατικών ατυχημάτων τόσο στην Κύπρο όσο και στην Ευρώπη. Στη συνέχεια, δίνεται η ιστορική αναδρομή της ασφάλειας και υγείας στον τομέα των κατασκευών στην Κύπρο καθώς και η υφιστάμενη νομοθεσία που εναρμονίζεται με το ευρωπαϊκό πλαίσιο. Ακόμη, αναλύονται τα μέσα πρόληψης και διαχείρισης κινδύνων στα εργοτάξια ,καθώς καταγράφονται οι καλές και οι κακές πρακτικές ασφάλειας και υγείας παραθέτοντας απτά παραδείγματα από επιτόπια επιθεώρηση ,σε εργοτάξια της επαρχίας Λεμεσού στην Κύπρο, με λειτουργό στα θέματα ασφάλειας και υγείας. Επίσης, εξετάζεται και αναλύεται η θεσμοθέτηση της κάρτας «Safe Pass» στον κατασκευαστικό κλάδο στην Κύπρο , ενώ συγκρίνεται με την ήδη ισχύουσα νομοθεσία της Ιρλανδίας για υποχρεωτική κατοχή της κάρτας αυτής από όλους τους εμπλεκόμενους εργαζόμενους. Τέλος, γίνεται ιδιαίτερη ανάλυση με συγκριτική προσέγγιση στην Πυρασφάλεια και Πυροπροστασία για τα εργοτάξια μεταξύ Κύπρου και Σουηδίας. | Description: | This thesis investigates occupational health and safety in the construction sector, where site‐related hazards and contributory factors to workplace accidents remain pressing concerns. It opens with an examination of the underlying causes of incidents and then critically appraises Cyprus’s “Vision Zero” Strategic Plan (2021–2027) for the abatement of fatal accidents, delineating the functions of key regulatory bodies in enforcing safe working environments. Quantitative analyses of accident statistics for both Cyprus and the wider European Union are subsequently presented to contextualize prevailing risk levels. The historical evolution of Cyprus’s legislative framework—its alignment with European directives—and the corresponding mechanisms for prevention and risk management are thoroughly reviewed. Empirical observations from on‐site inspections in the Limassol district, conducted in collaboration with a certified safety‐and‐health officer, are used to contrast exemplary and deficient health‐and‐safety practices. Additionally, the institutionalization of the “Safe Pass” card in Cyprus is compared with Ireland’s mandatory certification regime.
