dc.description.abstractIncreasing efforts are being made to understand the consequences of environmental changes for society, particularly in the field of water resources. One of these efforts is the NOVIWAM project which aims to promote multilevel and interregional co-operation in the field of water management tools and methods. This paper shows the main objectives of the project and how the SWOT analysis was carried out in order to characterize each region of the project. The JAP which is presented in this work includes guidelines to ensure that the research and development activities conducted answer real necessities of the stakeholders and that the results are easily transferable which is necessary for the JAP to become a reality. The NOVIWAM project aims at including this JAP in the research strategies of both the regions involved in the project and others and therefore, the design of the JAP has not only taken in to account the capacities and interests of the participants but intends to be a comprehensive document that includes R&D priorities at a multinational and multispectral level and is of interest to all the relevant stakeholders in the field. International researchers are welcome in the formulation of proposals based on JAP.en
